Technically it doesn't matter. Sometimes it's useful to run debian/ rules as a script and some people use this. I don't, and I don't think it's generally used anymore as things like dpkg-buildpackage and friends are recommended.

Since it's been requested, sure, go ahead.

Are "rules" files supposed to be executable?  The permissions on them
are currently set to 664 in the repository.
